12月４日から６日までインドのニューデリーにて、鳥および汎発性インフルエンザに関する閣僚会合が開かれています。米国からは国務省、農務省、保健・福祉省、国防総省、USAIDの代表が、今回で５回目となるこの会合に参加しています。

米国大使館レファレンス資料室から新しい情報をお知らせします。

11月28日、エネルギー省のエネルギー情報局より2006年米国における温室効果ガスの排出に関する報告書が発表されました。 この報告書によると、2006年の米国の温室効果ガス排出量は前年比で1.5％減少したと述べています。

北米３か国によるインフルエンザ対策 (8/23/07)

８月21日、22日の両日、米国のブッシュ大統領、カナダのハーパー首相、メキシコのカルデロン大統領による首脳会議が開催されました。　カナダのケベックで開催されたこの会議ではインフルエンザ対策が議題の１つであり、感染の早期発見や拡大防止のための国家間協力について話し合いが行われました。　会議後には、３か国共同のインフルエンザ対策が発表されています。

「気候変動に関する日米ハイレベル会合」に参加するため来日したジェームズ・コノートン米大統領府環境評議会議長が、８月７日に米国大使館で開かれた記者会見で、気候変動に対応するための国際協力の重要性や米国政府の取り組みなどについて説明しました。なお、この会合は、今年４月の「エネルギー安全保障、クリーン開発及び気候変動に関する日米共同声明」で合意された対話強化のために開催されたものです。

2007年人身売買報告書 (6/13/07)

国務省人身売買監視対策室より６月12日、「2007年人身売買報告書 (Trafficking in Persons Report)」が公表されました。この報告書は、人身売買撲滅に対する世界各国の取り組みをまとめたもので、今年で ７年目になります。報告書は世界164カ国を人身売買の摘発や防止の度合いにより４段階に格付けしており、日本は上から２番目の「第２階層」と位置づけられています。日本政府の取り組みについては、「人身売買撲滅のための最低基準を十分には満たしていないが、緩やかな改善がみられる」と報告されています。

温暖化ガス排出量報告制度 (5/10/07)

カリフォルニア、ニューヨーク、イリノイなど人口の７割をカバーする31州は共同で二酸化炭素など温暖化ガスの排出量を報告する制度 (Climate Registry) を導入しました。企業や大学などを対象に登録制をしき、温暖化ガスの排出量、排出量削減の取り組みなどについて報告します。報告された温暖化ガス排出量統計は第三者機関の検証が必要となり、その客観性、透明性が重要視されています。この制度は来年1月に導入される予定です。下記のプレスリリースにはこの制度に参加する州の名前が掲載されています。

汎発性インフルエンザ対策のガイドライン (2/15/07)

２月１日、米保健福祉省の疾病対策予防センター(CDC)は、関連機関と協力し、感染度の高いインフルエンザが発生した初期段階における対応ガイドラインをまとめました。このガイドラインはワクチンなどの薬剤が間に合わない状況の時点で、感染拡大を遅らせる対策案をまとめたものです。米国務省の鳥インフルエンザに関する政策アドバイザーのダニエル・シンガー氏は「このガイドラインは、インフルエンザの深刻度を測る「物差し」として５段階の指数を設定し、州、地方、労働者、学校、個人が判断し実施する際の判断基準となりうる。　また、この対応策に関心のある諸外国とは情報を共有したい」と述べています。また、これに合わせて、２月６日、米労働省の労働安全衛生局(OSHA)から、汎発性インフルエンザが発生した場合に雇用主が従業員を守るための、職場におけるガイドラインが発表されました。
